Preliminary Budget

The Board of Estimates hosted the Fiscal Year 2021 Preliminary Budget Plan Presentation and Annual Taxpayers’ Night on Tuesday, April 7, 2020 at 6:00 p.m. The Fiscal 2021 Preliminary Budget Plan (here) was released as-is to ensure full transparency of the City’s fiscal plan before pandemic-related revisions are made and to meet Charter-mandated milestones in the budget process. However, major revisions due to the financial implications of the COVID-19 pandemic were implemented in the final Fiscal 2021 Ordinance of Estimates presented to the Board of Estimates on May 6th.

Final Proposed Budget

The Executive Summary of the Fiscal 2021 budget (here) was presented to the Board of Estimates on May 6, 2020. This document includes detailed information on Baltimore's investments for Fiscal 2021 and the impact of COVID-19 on the City's budget.

City Council Budget Hearings

The Fiscal 2021 budget was presented to City Council on May 27, 2020.

City Council Fiscal 2021 budget hearings begin the week of June 8, 2020. 

Amended and Adopted Budget

On June 15, 2020, City Council passed an amended budget the included $22.4 million in reductions, specifically to the Baltimore Police Department ($22 million) and the State's Attorney's Office ($444,371). You can watch the Budget and Appropriations committee hearing here, as well as the City Council votes on the Ordinance of Estimates Second Reader (here) and Third Reader (here). In addition, the Board of Estimates certified the property tax rate in a special meeting on June 15, 2020, which you can watch here.

On June 17, 2020, Mayor Young signed the amended budget. This budget goes into effect on July 1, 2020.
